the Government can introduce such a regime in the entire territory of the country or in certain regions. In addition, the government has the right to exercise powers of the coordinating body of the unified state system of emergency liquidation.
Also, the Cabinet may introduce rules of conduct for the state of emergency, which are binding. This applies to the restrictions in retail or wholesale trade, the establishment of a special procedure for registration and circulation of medicines, etc.
Now the law goes to the President for signature.
