state Duma Deputy Yevgeny Fyodorov appealed to the Ministry with a proposal to evaluate the idea of the introduction of price controls on apartments in new buildings economy class, reports RT.
the MP proposed to rule in accordance with which the developer can’t sell apartments in new buildings at a price that is more than 50% higher than construction costs.
According to Fedorova, this will increase the availability of housing for Russian families and will contribute to the solution of demographic problems, referring to the fact that young families tend to have trouble with affordability.
As explained by the lawyer Vladimir Shalaev, this regulation of prices for housing in Russia is not enshrined in law. However, there is experience of regulation of prices for vital medicines, transport, certain types of communications, and more.
He also fears that a sharp decline in housing prices could lead to serious market disruption.
Earlier, housing prices in Russia predicted growth of 25%. Experts explain this high rate on loans to property developers and strict requirements to their own capital.
Prices in the primary market of the Russian Federation in the mid-2018 to September 2019 rose by 11.9 per cent to 72.8 thousand rubles per square meter.
the secondary housing rose on average by eight per cent to 65.8 per thousand rubles per square meter.
